The Bureau has highlighted the high likelihood of hotter days and nights however, with an El Nino event 70 percent likely.
The Bureau's State Manger for Victoria Doctor Andrew Tupper says there's reason to be optimistic.
"The rainfall outlook is at least average; for parts of Northern Victoria it might be a little wetter than average," Dr Tupper said.

- Police Up Patrols for Rockfest Today
An increased police presence is expected today around Swan Hill, with Rockfest descending on Riverside Park.
A strong crowd is expected due to favourable weather today, and police have opted to increase patrols to be prepared.
Swan Hill Police Acting Inspector Brad Bennett says it's a precautionary measure.
"We'll have increased patrols just to make sure everyone feels safe," Bennett said.
"We're not out looking for anything in particular, just for people's protection."
